Of the two materials in a brick chimney, mortar is the one meant to wear: softer than the brick, it erodes first and can be renewed. In much of Seattle it has been eroding for a long time: the city's emergency management office counts nearly 90,000 houses dating from before 1939, and the peninsula, annexed in 1907, holds its portion of them. We grind worn joints back to sound material, repoint with a mortar compatible with the original, replace bricks that have lost their faces, and repair or recast the crown so that water sheds off the top instead of soaking in.
Paperwork for this trade is lighter than many owners expect. Under R105.2 of Seattle's residential code, a chimney can be repointed with no building permit so long as the building's envelope is not changed; SDCI repeats the point on its remodel page. Designated landmarks are the exception: any exterior change to one (the Admiral Theater, Gatewood School and the Log House Museum are examples) requires a Certificate of Approval from the city before work begins.
Chimney tops meet freezing weather wet. In the Seattle area's long-term record, an average year brings 33.2 days on which the low touches 32°F or less, with January, December and February accounting for the bulk, yet only 2.7 days on which the afternoon high fails to climb above freezing. That pattern means overnight freezes followed by daytime thaws, on masonry the same months keep damp. Water in a hairline crack expands on freezing, and the crack is slightly wider each time.
Open joints do more than leak. Once water gets behind the face of a brick the face pops off, the crown cracks further and the top courses loosen, which matters in a place where chimneys have been shaken hard three times since 1949. The Seattle Residential Code describes a sound top (R1003.9.1): concrete, metal or stone on top, sloped to shed water, given a drip edge, and kept apart from the flue liner by a bond break that is caulked. A crown built to that description keeps water out of the stack below it.

It can, with care. Mortar must not freeze before it sets and should not be rained on while fresh. We watch the forecast, tent the work when needed, and move the date when a night frost is expected.
When the mortar is the harder of the two materials, it pushes movement and moisture into the brick itself, which then spalls. Older, softer brick in particular needs a compatible mix.
