The Junction has been adding homes for decades. HistoryLink reported in 2008 that developers were then at work on projects expected to bring about 1,000 new residents, after an auto dealership closed in 2007 and opened up several prime lots. Seattle's mid-1990s Comprehensive Plan had already named the Junction an urban village. More homes stacked closer together mean more dryers venting through long, hidden runs, the kind nobody thinks about until a load takes two cycles to dry.

In the Census ZIP area covering High Point and the east side of the Junction, detached single-family houses account for about 53.2 percent of housing units, so close to half are some other kind of home, from attached townhouses to apartment buildings. Cleaning a dryer vent is maintenance, and nothing in the Seattle exemption list ties a permit to it. Section R105.2 of the city's 2021 residential code does exempt one kind of replacement that can come up during a cleaning: a part of a mechanical installation traded for another, so long as what the system was originally approved for stays the same. That clause carries its own caveat, that separate trade permits (mechanical, electrical, plumbing) can still come into play.
So swapping a crushed foil connector for a proper one is a small fix. Moving the outlet, lengthening the run or punching a new hole through the roof changes the system, and that is a different conversation. If cleaning shows a vent needs rerouting, we tell you and check the permit question with SDCI before quoting it. SDCI applies the 2021 Seattle Residential Code to houses, duplexes and townhouses of up to three stories.
